Bidders' Procedures Guide
First: Procedures for Purchasing and Submitting Bid Documents:
Adherence to the deadlines announced in local newspapers and on the Procurement Department – Al al-Bayt University website regarding the sale, submission, and deposit periods.
It is necessary to provide the required documents mentioned in the announcement to obtain the bid documents (e.g., professional license, commercial register, authorization for a representative) or any other documents requested according to the announcement conditions.
Payment of the bid copy price as stated in the announcement.
Submission of bids according to the deadlines specified in the announcement.
Second: Procedures for Preliminary Awarding of Bids:
All participating bidders are notified of the preliminary award so they can verify that all awarding procedures have been conducted correctly and legally by reviewing them on the university's website via the Procurement Department portal.
The preliminary award remains on the university website for five working days according to regulations.
Bidders have the right to object to any awarding procedure within the legal period.
If an objection is submitted, it will be reviewed by the competent committee, and if any rights are found, the award will be reconsidered according to the regulations.
If no objections are submitted, the preliminary award becomes the final award after completing the necessary approvals on the award decision in its final form.
Third: Procedures for Notifying the Final Award of Bids:
Payment of stamp and award fees within the period specified in the award notification letter and submission of the receipt to the Procurement Department.
Submission of a performance guarantee or certified check according to the percentage or value required in the award notification letter.
The person authorized to sign must be among those authorized according to the commercial register.
The authorized signatory must bring the official seal.
Fourth: Procedures for Returning Guarantees:
Guarantees of bidders whose bids were rejected are released.
Guarantees are returned to bidders whose bid validity period has expired and who do not wish to extend it.
Guarantees are returned to bidders who were not awarded after the awarded parties are notified of the award decision, except for the second and third highest bidders.
Guarantees are returned to awarded bidders after signing the award decision and submitting the performance guarantee for the awarded bid.
